Tissue paper
Pencil
Scissors
Stapler

Directions ☽✧
... Layer 5 sheets of
tissue paper and draw circles with compass or round object
... Staple cross into
... Cut to squares
... Fold in half and
snip a fringe all the way around
... Pinch top sheet
into a center bulb, and carefully separate the sheets up away from each other
